The Citadel is a luxury development by Waterstudio NL , set to start construction in early 2014. Sixty stacked units will be built on a deck with easy access to land, on top of a large, heavy floating concrete structure. The site where these floating apartments will be built is currently a ‘polder,’ one of 3,500 patches of low-lying land that are kept artificially water-free by constant pumping. Rather than continue the futile effort of keeping the water out, the architects will stop the pumping, re-flooding the area. 180 modular components will make up the complex, including large terraces and a car park, with the apartments arranged around a central courtyard. The Citadel will float on six feet of water, which will ultimately rise to 12 feet. Each unit will have views of the water, and many will offer space for the owners’ individual boats. The flooded polder will act as a regional contingency water storage area, and is expected to host a lot more water-based development in the future, including 1200 additional dwellings. Energy saving features, greenhouse units and green roofs are among the efforts to make the complex sustainable.

Mazda officials told us at this month’s Mazda3 preview that more Mazda diesels could be on the way if shoppers snap up the Mazda6 diesel. But we won’t know that until next year — the automaker pushed back the oil-burning version of its redesigned family sedan from late 2013 to a spring 2014 launch. “Based on the reception that [the Mazda6] receives, we will determine whether we add [diesels] to other vehicle lines,” Mazda spokesman Jeremy Barnes told us Sept. 18. That would make Mazda the latest automaker to board the small but growing affordable-diesel bandwagon. Up until recently, the only small non-luxury diesel sedan was Volkswagen’s Jetta TDI. Volkswagen doesn’t regularly break out Jetta TDI sales, and two spokesmen did not immediately provide figures. But 38.5% of new Jetta inventory on Cars.com are TDIs, which suggests the diesel is a popular choice for Jetta shoppers. VW added a TDI version to its U.S. Beetle for 2013, and GM threw its hat in the ring with the 2014 Chevrolet Cruze Diesel, which went on sale earlier this year. But before anyone starts clamoring for a Mazda3 diesel, hold onto your horses — or pounds-feet, as it were — we’ll first need to see the diesel Mazda6, and that could be a while.

The Chicago-based airline also filed false reports to the government about mishandled bags and oversales, DOT alleged, and didn’t file timely reports about incidents involving the loss, injury or death of animals on flights. The fine was specifically for the slow refunds, the DOT said. “When passengers are owed a refund, they have the right to expect the airline to act promptly and give them their money back,” U.S. Transportation Secretary Anthony Foxx said in a statement. Airlines must process refund requests within seven days when the ticket is purchased by credit card and 20 days when purchased by cash or check, the DOT said. During an on-site inspection at the airline’s headquarters in Chicago, the DOT found that between March and May of 2012, United failed to process more than 9,000 refund requests in a timely manner.

WGN-TV Tribune staff 2:05 p.m. CDT, August 30, 2013 Apple on Friday launched its first-ever trade-in program for old iPhones in an effort to boost demand for the new version or versions, expected to be unveiled on Sept. 10.  The program was widely expected and had been reported by several media outlets before being confirmed by Apple. It expands an existing Apple Recycling service that lets customers mail in their old gadgets for credit or gift cards. CNBC reports that trade-in amounts are expected to range from $125 for an iPhone 4 to $250 for the iPhone 5.

This is one of them. Although many of you may have never heard of it, the Isdera Imperator 108i is a thing of beauty. Built from 1984 until 1993, it’s a German-built supercar that evolved from the Mercedes-Benz CW311 concept that premiered in 1978. Designed by a guy named Eberhard Schulz, he received permission from M-B to build the car under his own brand, Isdera, when he branched out on his own. This particular Imperator is powered by an AMG-sourced 6.0-liter V8 that’s good for 420 horsepower. It can go from 0-62 mph in 5.7 seconds and has a top speed of nearly 190 mph.
